We will study the structure of the administrative state, its relations to the other branches of government and private citizens, and the constitutional, statutory, and common law rules that govern the substance and procedure of administration action and inaction. The casebook is Breyer, Stewart, Sunstein & Vermeule, ADMINISTRATIVE LAW AND REGULATORY POLICY (6th ed. 2006), along with the 2008 Supplement. The assignments are tentative and subject to revision as the course progresses.
